This Legislative Tracker examines six commonly cited explanations for Ohio's housing affordability problem — zoning, supply, investors, regulation, taxes, and interest rates — and maps each against the actual legislative record in the 136th Ohio General Assembly rather than public opinion or advocacy framing. Throughout, the report stays strictly descriptive — it doesn't rank the six drivers or judge whether the legislature's response has been adequate, leaving that judgment to the reader.
