Healthcare Affordability
Healthcare affordability is shaped by more than the price of medical care. Insurance premiums, prescription drug costs, deductibles, cost sharing, and unexpected medical bills all affect what Ohioans ultimately pay. This Issue Center organizes OCG research and evidence around those costs and the forces that influence them.

Understand the Issue
Healthcare affordability is not one question. Start with the major components that determine what people pay and why.
Insurance Premiums
What drives the amount individuals, families, and employers pay for health coverage?
Prescription Drug Costs
How are drug prices established, and what determines what patients ultimately pay?
Deductibles & Cost Sharing
How do deductibles, copays, coinsurance, and plan design affect out-of-pocket costs?
Medical Bills & Financial Exposure
What creates unexpected or unaffordable medical bills, and who ultimately bears those costs?
Ohio Common Ground Legislative Tracker Issue Index #3: Healthcare Affordability
This OCG Legislative Tracker examines legislation in the 136th Ohio General Assembly affecting four healthcare costs of particular concern to Ohioans: insurance premiums, prescription-drug expenses, deductibles and other cost-sharing, and medical debt. It documents which proposals became law, which remained pending as of July 9, 2026, what each bill would actually do, and whether its likely effect is a direct reduction in household costs or an indirect change to insurance, pharmacy, Medicaid, or debt-collection rules. The report also places the legislative record alongside available Ohio polling while clearly identifying the limits of both the data and the state’s authority over healthcare costs.
