A closed-loop cooling system can use very little water during normal operation without literally remaining sealed forever. The distinction is between steady-state operation and commissioning or maintenance events.

Vantage Data Centers describes its closed-loop systems as being commissioned in phases. During startup, piping is initially flushed with water to clean and verify the system; the flush water is then disposed of as wastewater. After commissioning, the loop is filled and sealed for ongoing reuse. Vantage says routine topping-off generally should not be necessary in normal operation, with additional make-up fluid typically associated with leaks or maintenance events.

Commissioning can involve more than one water-handling step. Mechanical systems may be filled, flushed, cleaned, pressure-tested, conditioned and drained before final turnover. Depending on the system, resulting wastewater can contain sediment, corrosion products, treatment chemicals or glycol and may require appropriate characterization and disposal.

This should not be confused with cooling-tower blowdown. In an evaporative cooling tower, blowdown is an ordinary operating stream used to control dissolved-mineral concentrations as water evaporates. DOE notes that cooling-tower makeup water replaces evaporation, blowdown and drift.

The useful project-specific questions are therefore: What happens during commissioning? How much fluid does the loop contain? Is flush water reused or discharged? What chemistry is present? What maintenance events can require drain-down? And does the facility also use an evaporative cooling tower with its own separate makeup-water and blowdown requirements?
