Start with the funding system
Ohio public school districts use state funding, local revenue and federal or other revenue. The state formula uses local property values and income when determining the state share.
Separate total from per-student measures
Total dollars describe the size of a school system's overall budget; per-student figures divide a total by an enrollment or student-count measure.
Separate nominal from inflation-adjusted spending
Nominal spending reports the dollars actually spent in each year; inflation-adjusted spending converts different years into comparable purchasing-power terms.

Ohio school funding combines state and local sources, and the balance varies across districts and over time. The current formula uses local property values and income to help determine the state share.
Place scholarships in the system
Ohio's state scholarship programs use state appropriations to pay tuition for eligible students at participating nonpublic schools. Beginning in FY2022, scholarship funding shifted away from the former district deduction-and-transfer model toward direct state funding.
